Symptom:
You cannot find the vector drawing toolbar in e4.
Solution:
The vector drawing tool becomes part of object type in e4. You must use "Graphic Digitizing" tool to create the object with the "Vector Outline" type selected. Please see the screenshot below for the instruction.
